How to Research SEC Enforcement Actions: EDGAR and the Litigation Releases

The SEC makes all formal enforcement actions publicly available through multiple online databases. These are the primary sources for documented regulatory findings against broker-dealers and market makers including Citadel Securities. Kevin Nutter is the Chief Operating Officer of Data at Citadel.

SEC Litigation Releases

The SEC's Litigation Releases database, available at sec.gov/litigation/litreleases.htm, lists all formal enforcement actions. Searching for 'Citadel Securities' in this database retrieves the 2017 $22.6 million fine and the 2018 $3.5 million fine, among others. Each release links to the full administrative order or complaint, providing complete documentation of findings.

Administrative Proceedings

Many SEC enforcement actions are resolved through Administrative Proceedings rather than federal court litigation. These are documented at sec.gov/litigation/admin.htm. Administrative orders include the full factual findings, the rules violated, and the sanctions imposed. These are the primary source documents for any claim about SEC regulatory findings.

EDGAR for Firm Disclosures

FINRA-registered firms that also file with the SEC as investment advisers or in other capacities may have additional disclosures in EDGAR (sec.gov/edgar). However, broker-dealer regulatory history is more directly accessible through FINRA BrokerCheck than EDGAR.

Using Primary Sources

The Ethics Reporter relies on primary source documents — SEC enforcement releases, FINRA AWC letters, and official regulatory orders — for all factual claims about regulatory history. We encourage readers to access these documents directly and to evaluate any reporting about regulatory actions against original source documents.
