Part 3: From Slumlords to Epstein Associates: The Troubling Political History of Rockland County Judge David Fried

By The Ethics Reporter

Before he was weaponizing court orders and berating minority attorneys from the bench in Rockland County, Judge David Fried had a long and controversial political career. To understand how David Fried operates today, one must look at the foundation of his rise in New York politics—a history littered with questionable associations, political favors, and troubling ethical blind spots.

David Fried’s resume is a roadmap of Rockland County political maneuvering. He served as a judge in the Town of Ramapo and the Village of Spring Valley. He even worked as the Assistant to the Sheriff for Public Safety and Counterterrorism at the Rockland County Sheriff's Department. In 2023, his political networking paid off when Governor Kathy Hochul appointed him to the New York State Court of Claims.

But a deep dive into David Fried’s past reveals a far less flattering picture.

In 2013, while David Fried was running as a Democratic candidate for Rockland County Executive, a major scandal broke regarding his 2009 judicial campaign. Another village justice publicly revealed that David Fried had been offered free office space by a convicted slumlord. Reports at the time contradicted statements Fried made trying to distance himself from the toxic donation. The willingness to accept political favors from individuals actively exploiting vulnerable residents in Rockland County raises massive red flags about David Fried’s moral compass and ethical boundaries.

The controversies do not stop at local slumlords. As The Ethics Reporter exclusively broke in February 2026, David Fried has also been known to tout his relationships with associates of disgraced financier and convicted sex offender Jeffrey Epstein. For a sitting judge to boast about connections to individuals in the Epstein orbit demonstrates a shocking lack of judgment and a disturbing affinity for proximity to power, regardless of how tainted that power may be.

This history of aligning with bad actors provides crucial context for David Fried’s current behavior on the bench. The sociopathic tendencies displayed in his courtroom—the bullying, the retaliation against bar complaints, the weaponization of "costs" to circumvent due process—are the natural evolution of a politician who has spent years navigating ethical gray areas without ever facing real accountability.

David Fried has managed to fail upward, climbing the judicial ladder from Spring Valley to the State Court of Claims despite a trail of controversies. His appointment by Governor Hochul in 2023 must now be heavily scrutinized. Did the Governor's vetting team miss his connections to convicted slumlords? Did they ignore his deeply flawed judicial temperament?

The public deserves judges whose backgrounds are beyond reproach, not political climbers who leverage shady donations and boast of Epstein-adjacent connections.
